The enclosed Estimates submitted to the Duke of Newcastle by Mr Kinder for such Building materials, machinery, and Utensils as it will be necessary to forward from England for the Mint at Hong Kong, already well known to me, are taken with much pains in obtaining the best information, and the Estimates have been framed with great deliberation and care.
I am able to recommend them without hesitation to the favourable consideration of the Lords Commissioners of Her Majesty's Treasury.
